Flash and browsers

I work in a company in Norway that has municipalities as customers but many of the municipalities have blocked all traffic to flash (.swf format).
This means that all the tutorials I have created for the municipalities in .swf format are useless.

Does anyone have tips for what I should do?
Is there another format that makes same use
(I then think of the "click here" feature within an area)?

The solution will be to republish in HTML5 format in VB9 (coming soon) if you want to have interactivity.
